Today, Thursday, Prime Minister Aziz Ahannouch chaired a government council dedicated to discussing and approving a number of draft legislation and proposals for appointments to leadership positions in accordance with Article 92 of the Constitution.

The Council of Government also discussed and approved draft Decree No. 2.22.910 on increasing pensions paid out of the National Social Security Fund, which was presented by Fawzi Lakyaa, Minister’s Delegate to the Minister of Economy and Finance in charge of the budget, on behalf of Nadia Fattah, Minister of Economy and Finance .

This project, according to a press release received by Hespress, is subject to the provisions of Article 9 of the Noble Dahir as Law No. 1.72.184 relating to the social security system, which authorizes the Administrative Board of the National Social Security to the Fund to submit proposals for the revaluation of pensions paid by the system. Where the Council has studied and proposed to increase these pensions by 5 per cent, provided that they amount to a minimum of at least AED 100 per month, and has taken this proposal into account as part of the government’s ongoing efforts to improve the situation of the private industry pensioners.

This draft concerns the approval of an increase, starting from January 1, 2020, in the amount of old-age pensions, old-age pensions or deaths that were liquidated by the National Social Security Fund before this date.

This project also aims to repeal Ordinance No. 2.08.177 of Ramadan 28, 1429 (September 29, 2008), which applies the provisions of the third book of Law No. 65.00 regarding the medical care system.

The Council also considered and approved the draft Decree No. 2.22.857 amending and supplementing the Annex to Decree No. 2.18.622, issued on 10 Jumada al-Awwal 10 1440 (January 17, 2019), on the application of Law No. 98.15 on the basic mandatory system health insurance and Law No. 99.15 establishing a pension system for professional groups, independent workers and unpaid individuals who are engaged in private activities.

This project aims to amend and supplement the annex to Decree No. 2.18.622 mentioned above to include the category of individuals, as well as sub-categories related to the category of professional journalists, etc., and the category of athletes and non-remunerated sports structures. By virtue of Article 2 of this bill, categories 11 and 13 and subcategories 1.10 and 4.10 refer to certain legal and judicial professions, and subcategories 2.12 to 6.12 refer to certain professions related to construction and public works, which are included in the annex to Decree No. 2.18. 622 mentioned above.

The Council of Government also approved draft resolution No. 2.22.858 on the implementation of Law No. 98.15 on the basic system of compulsory health insurance and Law No. 99.15 on the establishment of a pension system for professional categories, independent workers and unpaid workers engaged in private activities in relation to individuals having an accountant.

This project aims to bring together individuals with accounts within the categories covered by the basic compulsory health insurance and pension systems by: Approving the mandatory registration of individuals with accounts belonging to classes, sub-categories or group of items for which there were no normative texts issued. In accordance with the provisions of Article 6 of Law No. 98.15 and Article 4 of Law No. 99.15, in relation to the categories of professionals, independent workers and unpaid persons who carry out private activities.

And recognizing registration validity from December 1, 2022 for individuals with an account prior to October 31, 2022. For individuals who started opening an account after October 31, 2022, registration is effective for them starting from 1- on the 1st of the month following the month in which they commenced accounting.

This project aims to integrate the category of unpaid athletes and sports entities that actively play football under the supervision of the Royal Moroccan Football Federation into groups covered by the basic compulsory health insurance and pension system.

The Government Council, headed by Ahannuch, also approved the draft resolution no. 2.22.861 on the implementation of Law no. 98.15 and Law no.

This project aims to integrate unpaid professional journalists holding a professional journalist card into the categories covered by the basic compulsory health insurance and pension system, by: a compulsory sickness insurance and pension system, as well as recognizing the validity of the registration for interested persons, starting from the 1st day of the month following the month in which they meet the conditions for inclusion in the basic system of compulsory health insurance.

The requirements of this project also determine additional income for interested persons, and the Ministry of Youth and Communications – Communications Sector appoints a contact body responsible for providing information to the National Social Security Fund regarding accredited professional journalists who are not employees and persons who have a professional identity card. journalist required for their registration; The National Press Council appoints a point of contact responsible for providing information to the National Social Security Fund regarding unpaid professional journalists holding a professional journalist’s credential, etc., holding a private journalistic credential required for their registration. .

The Council of Government also approved draft Resolution No. 2.22.911 enacting Law No. 98.15 and Law No. 99.15 in relation to unpaid athletes and sports organizations involved in certain sports.

This project aims to integrate the category of unpaid athletes and entities, with the exception of unpaid athletes and sports entities, that play football under the supervision of the Royal Moroccan Football Federation, into the groups covered by the basic compulsory insurance system. sickness and pension system.

At the level of the Ministry of Energy Transition and Sustainable Development, the government approved the appointment of Hamid Merah as director of the National Center for Energy, Science and Nuclear Technology.
