
The Supreme Council of Accounts has published its report regarding the verification of the accounts of political parties and the verification of the correctness of their expenditures with the help of the annual support fee given to them to cover their expenses for the 2021 fiscal year.
The release of this report is carried out within the framework of the constitutional powers vested in the Supreme Court of Accounts in the field of control over the accounts of political parties, in accordance with the provisions of Organizational Law No. 11.29 on political parties and Law No. 99.62. related to the Code of Financial Courts.
A detailed report on the results of the audit was prepared following the implementation of guidelines with political parties interested in registered observations.
The report is divided into two parts; The first part presents the general results of checking the status of approved revenues and the return of unjustified amounts of support to the treasury, the status of approved expenditures and the results of checking their correctness, as well as assessing the financial and accounting of political parties.
As for the second part, it presents the results of the audit of each political party among the parties that submitted their reports to the Council for the 2021 financial year.
The report recorded that the approved resources of political parties for 2021 amounted to a total of AED 499.69 million, of which state support accounted for 81.74%, amounting to AED 407.09 million.
The parties’ own funds amounted to AED 92.60 million, an increase of about 62% compared to 2020.
The simultaneous organization of various election campaigns during 2021 made it possible to rationalize the costs associated with their organization, as the state’s contribution to campaign finance in 2021 (AED 348.29 million) decreased by 33.86% compared to the previous year. campaign finance aid for 2015 and 2016 (AED 625,000, AED 86 million).
And 16 parties during 2021 and 2022 returned part of the support to the treasury for a total of 25.96 million dirhams, which is 72% of unjustified support.
On the other hand, the Council recorded that 13 parties had not returned unjustified amounts of support to the treasury, totaling AED 10.32 million, by the end of December 2022.
